Purpose

Add the Azure AI Foundry Developer Community badges to the README.md file. These channels should be valuable assets for anyone who is using this repository to ask questions and engage with community events and content

I chatted with @mattgotteiner and we prefer the buttons in the Getting Help section, as I've done here:
#2587

We're concerned that the placement at the very top of the repo will distract developers and lead to repo-specific issues getting put there. We want to keep the top of the repo README focused on the repo itself.
